On Melrose Avenue, just east of La Cienega Boulevard, Steven Ginsburg's Toyota 4Runner idles in front of Bhava, the kind of hip salon whose patrons are wealthy, famous, or the recipients of televised makeovers. Minutes ago his cellphone beeped with a tip: Alyssa Milano, a star of the WB series "Charmed," is getting her hair done.
